ABOUT THIS SEMINAR

The March 6, 2025 Immigration Practitioner Centre Continuing Professional Development Seminar will be extremely timely given the topics being covered for ‘Ethics and Professionalism – Part One’.  

Ethics and Professional Continuing Professional Development is mandatory for keeping one’s licence to practice with the CICC. This training is expected to be completed prior to the Continuing Professional Development Deadline of June 30, 2025. 

It is imperative for all RCICs to recognize the need to practice in a professional and ethical manner. Failure to do so may result in administrative fines, suspensions, or even jail time for the most serious offences. 

The seminar will feature three outstanding speakers addressing the following topics: 

Presenter: Fred Li, RCIC-IRB – Proposed New Penalties for Paid Immigration Representatives Who Break the Law

Presenter: Hjalmar Leon, RCIC-IRB – Proposed New Rules to Improve the Regulation of Immigration and Citizenship Consultants

Presenter: Eoin Logan, Lawyer – Civil Litigation and Professional Negligence

This will be followed by a panel discussion comprised of all presenters with a Question & Answer session to end the seminar.

MEET THE SPEAKERS

Fred Li

RCIC-IRB

Proposed New Penalties for Paid Immigration Representatives Who Break the Law

Fred Li is a Regulated Canadian Immigration Consultant (RCIC) and Managing Director & Partner at an immigration practice firm in Richmond, BC. Fred obtained a Certificate from the UBC Immigration Practitioner Program in 2011 and became a practicing member of the Immigration Consultants of Canada Regulatory Council (ICCRC). 

 

Fred Li has extensive experience specializing in Hearings & Appeals before the Immigration & Refugee Board of Canada, Immigration Investigations that are before the Canada Border Services Agency, Humanitarian & Compassionate applications, Family Class applications, various Skilled Worker applications that are applied through Express Entry or Provincial Nominee programs, Work & Study permit applications, Criminal Rehabilitation, Medical Inadmissibility, Citizenship applications, various Business Immigration applications and preparing Judicial Review applications before the Federal Court of Canada. 

 

Fred is an avid volunteer and volunteers for non-profit organizations such as the Immigrant Services Society of BC and Access Pro Bono. 

Hjalmar Leon

Proposed New Rules to Improve the Regulation of Immigration and Citizenship Consultants


Hjalmar earned a Bachelor of Law degree from the University of Los Andes in South America, a Master of Business Administration in Global Management from the University of Phoenix, a Professional Specialization in Public Sector Management from the University of Victoria, and a Diploma in Immigration Consulting from Ashton College. 


His immigration consulting practice primarily focuses on temporary residence applications and family sponsorship programs. In addition to his immigration work, Hjalmar has represented individuals and corporations in various administrative matters. 


Fluent in Spanish, Hjalmar is also an active collaborator and board member for several non-profit organizations in British Columbia. 

Eoin Logan

Lawyer


Civil Litigation and Professional Negligence


Eoin Logan and his team focus on professional negligence claims against immigration consultants and lawyers. With extensive experience across the Lower Mainland, Eoin regularly advises and litigates negligence claims in the Supreme Court of BC, achieving successful results through a practical approach. 


A native of Cork, Ireland, Eoin graduated with a Bachelor of Law in 2009 and an LLM in 2010 from University College Cork. After completing his NCA exams, he was called to the bar in BC in 2017 and has practiced ever since. 


Since November 2024, Eoin has been at Kane Shannon Weiler LLP in Surrey, specializing in professional negligence claims against immigration consultants and lawyers. 


Eoin is active in the community, serving on the board of the Ireland-Canada Chamber of Commerce, the CILA Ethics Committee, and the Migrant Worker’s Centre ‘Legal Action Committee.’ He regularly volunteers at Irish community events in the Lower Mainland and hosts visiting Irish politicians. 


Eoin has spoken at professional development events for the CBA, CILA, and IMM Seminars and appeared on the Borderlines Podcast to discuss immigration negligence. He is passionate about educating the public and business community on how negligence in immigration practices can lead to civil liability.
