ABOUT THIS SEMINAR
Ethics and Professionalism Continuing Professional Development is mandatory for maintaining one’s licence to practice with the CICC, and licensees are expected to complete this training before the Continuing Professional Development deadline of June 30, 2025.
It is imperative for all RCICs to recognize the need to practice in a professional and ethical manner, as failure to do so can result in administrative fines, suspensions, or even jail time for the most serious offenses. The ‘Ethics and Professionalism’
This seminar features four outstanding speakers addressing the following topics:

- Hjalmar Leon, RCIC-IRB – Code of Professional Conduct and Proposed Misrepresentation Regulations
- Dave Thomas, Lawyer, Ex-Vice Chair of CICC Complaints and Disciplinary Processes – Complaints and Discipline Practices, Procedures, Case Law, Trends, and Statistics
- Gerry Fahey, Lawyer – Dealing with Appeals of Disciplinary Procedures before CICC, IRB, or Courts
This is followed by a panel discussion comprised of all presenters with a Q&A session to end the seminar.

MEET THE SPEAKERS
Al Parsai
RCIC-IRB
RCICs and Agent Relations
Al Parsai is a Regulated Canadian Immigration Consultant. He runs a successful business in downtown Toronto, Ontario, with many employees. Al is also the author of "88 Tips on Immigration to Canada." As a member of the College of Immigration and Citizenship Consultants and the Canadian Association of Professional Immigration Consultants, Al has represented hundreds of applicants from more than 35 countries to the Canadian immigration authorities. He has extensive experience as an author, trainer, and public speaker. Over the past 20 years, Al has written ten books and hundreds of articles and has delivered numerous courses, workshops, and speeches in four different countries.
Hjalmar Leon

Code of Professional Conduct and Proposed Misrepresentation Penalties
Hjalmar received a Bachelor of Laws degree from the University of Los Andes in South America, a Master of Business Administration in Global Management from the University of Phoenix in 2000, and a Professional Specialization in Public Sector Management from the University of Victoria. He also graduated from Ashton College with a diploma in Immigration Consulting.
Hjalmar's immigration consulting practice focuses on temporary residence applications and family sponsorship programs. In addition to his immigration practice, he has also represented individuals and corporations in administrative matters.
Hjalmar is fully fluent in Spanish. He is also a collaborator and an active board member for several non-profit organizations in the province of British Columbia.
Dave Thomas
Lawyer, Former Vice Chair of CICC Complaints and Discipline Process
Complaints and Discipline Practices, Procedures, Trends, and Statistics
David Thomas is a lawyer and mediator in British Columbia. From 2014 to 2021, he was the chairperson of the Canadian Human Rights Tribunal in Ottawa. In addition to private business interests, Thomas is a part-time vice-chair of a professional discipline tribunal and a mediator for the BC Human Rights Tribunal.
He graduated from Osgoode Hall Law School (York University), serving as the president of the Legal and Literary Society (student council) in his final year. Thomas worked for Bull, Housser & Tupper (now Norton Rose Fulbright Vancouver) in the firm’s international practice, which had offices in Hong Kong, Taipei, and Shanghai. Shortly after becoming a partner in 1994, Thomas started his own law firm specializing in immigration.
Thomas has appeared before Parliament and lectured in his field to the Canadian Bar Association, the BC Society for Continuing Legal Education, and the Canadian Society of Immigration Consultants (now CICC). He was appointed as a part-time member of the Canadian Human Rights Tribunal in 2013.
Gerry Fahey
Lawyer
Dealing with Appeals of Disciplinary Procedures before CICC, IRB, or Courts
Gerald Fahey is a lawyer in private practice in British Columbia and has a broad range of experience in administrative law and professional regulation. He provides strategic and legal advice to professionals and regulatory bodies and serves as legal counsel in disciplinary and registration hearings and judicial review proceedings.
He was formerly legal counsel to Ontario’s Information and Privacy Commissioner, where he provided legal and policy advice related to privacy and access to information and acted as counsel in judicial review proceedings. Upon returning to BC in 1996, he served as the research director for the BC Health Professions Council in its scope of practice and legislative reviews of health professions.
In addition to his legal practice, Gerald has published articles on information and privacy law, conducted seminars and workshops on administrative hearing procedures, and presented lectures on privacy and freedom of information law through Access Justice BC and the Continuing Legal Education Society of BC. He has also given presentations to federal and provincial legislative committees on legal and policy issues related to privacy, access to information, and health law.
