ABOUT THIS SEMINAR

The February 20, 2025, Immigration Practitioner Centre Continuing Professional Development (CPD) Seminar, Immigration and Refugee Board of Canada (IRB) – Part One, will be the first in a series of three IRB seminars. These sessions will provide overviews, insights, and practical guidance for appealing before the Immigration and Refugee Board (IRB). Each seminar will be four hours long.

The subsequent seminars are scheduled for May 22, 2025, and September 25, 2025, offering a total of 12 CPD hours of instruction across all three sessions.

It is crucial for RCICs to understand the growing challenges in refugee determination. The demand far exceeds the Canadian government's processing capacity, prompting significant policy changes. These include:

  •     A moratorium on Group of 5 Private Sponsorships.
  •     The introduction of an Expedited Refugee Refusal System.
  •     Reduced processing targets over the next three years.

As a result, RCICs can expect to encounter clients who are increasingly desperate to find viable processing options and who may face deportation from Canada. Staying informed and prepared is essential to effectively navigate these complex situations.

Our first IRB seminar in 2025 will feature four outstanding speakers addressing the following topics: 
  • Case Law for the IRB and Court Appeals

  • IRB-IAD Appeals and Practice Tips

  • IRB Insights from a Long Time Practicing RCIC-IRB

  • Recent Changes to Refugee Determination


This will be followed by a panel discussion comprised of all presenters with a Question and Answer session to end the seminar.

MEET THE SPEAKERS

Lorne Waldman

Lawyer, Author

Case Law For IRB and Court Appeals

Lorne Waldman LL.B. (Osgoode), LL.M (Toronto) practices exclusively in the area of immigration and refugee law and has done so since 1979. 

Lorne Waldman has appeared very frequently at all levels of the courts in Canada, including the Supreme Court of Canada, the Federal Court and the Federal Court of Appeal where Lorne has argued many of the leading cases in immigration and refugee law. 

Lorne Waldman is the author of “Canadian Immigration and Refugee Practice” an annual volume which provides an overview of recent changes to Canadian Immigration and Refugee Law along with case digests of recent key decisions. Waldman has also authored “Halsbury’s Laws of Canada-Immigration and Citizenship”, released in May 2023, which sets out the law governing entry to Canada, residence requirements, and the attainment of Canadian Citizenship. 

Hannah Lindy

IAD Appeals and Practice Tips

Hannah is an immigration and refugee lawyer based in Vancouver. Prior to joining Larlee Rosenberg, Hannah worked in Toronto for several years as an associate lawyer at a leading immigration law firm, where she also articled with associate counsel Lorne Waldman. 


Hannah provides services in all areas of immigration, refugee, and citizenship law and she represents clients before the Federal Court and all divisions of the Immigration and Refugee Board. 


Hannah’s practice focuses on assisting clients with applications for temporary and permanent residence, including humanitarian and compassionate, family sponsorship, and economic applications, as well as refugee claims, pre-removal risk assessments, and removal proceedings. Hannah also has experience with complex admissibility matters and citizenship revocation proceedings. Hannah has a particular interest in gender-based refugee claims and in serving members of the LGBTQ community in a broad range of immigration and refugee matters.    

Alex Ning

IRB Insights by a Long Time Practicing RCIC-IRB 

Alex Ning, born in 1952 in Hong Kong, immigrated to Canada at 18. A graduate of UBC’s Urban Land Economics Program, he has been practicing as a BC notary since 1983, specializing in contracts, land transfers, mortgages, leases, wills, and estates. Alex is also a Chartered Mediator with a Certificate in Conflict Resolution from the Justice Institute of BC. He mentors in the Court Mediation Practicum Program and serves on rosters for Supreme Court and Provincial Court mediations.

He has contributed to his community through roles with the Real Estate Board of Greater Vancouver, Vancouver’s Family Court and Youth Justice Committees, Lions Club International, and as Vice Chair of the former immigration consultants' regulatory Discipline Council.

In addition to mediating for organizations like ICBC and the Better Business Bureau, Alex has acted as a commercial arbitrator and is an accredited property valuator with the Real Estate Institute of BC. A Seneca/UBC Certificate Program graduate, his immigration practice has transitioned from business immigration to tribunal advocacy, representing clients before the IRB and in CIC and CBSA proceedings. 

Daniel McLeod

Lawyer

Recent Changes to Refugee Determination  

Daniel McLeod is a highly experienced immigration and refugee lawyer with over 20 years of practice in Vancouver. He is dedicated to representing immigrant and refugee clients from diverse backgrounds, including advising and assisting refugee sponsorship groups and Sponsorship Agreement Holders.

A graduate of Simon Fraser University and UBC Law School, Daniel has been an instructor in UBC's immigration program since its inception in 2001. In 2017, he was named one of Vancouver's top three immigration lawyers by Georgia Straight readers.

His work includes representing sponsored refugees, sponsorship groups, and refugee claimants from various countries. Beyond legal practice, he has contributed through lectures, papers, and media appearances on refugee law issues.

Daniel has received the Simon Fraser University Award and Canada’s Medal of Bravery. He also has a working knowledge of French and conversational Spanish.

Outside law, Daniel has written "TrudeauMania," a musical about Canada’s 15th Prime Minister, and has achieved recognition in songwriting.
